Can I cook 2 cakes in the oven at the same time? Will it affect temperature or cooking time?

No it does not. Only if you have a different amount of batter in one pan.

I would recommend rotating the cakes half way through baking.

You might want to rotate the cakes, but it shouldn’t effect the baking otherwise.

You shouldn’t need to add much, if any, time. Rotating the cakes wouldn’t be a bad idea as long as you can do it quickly w/o the oven cooling off too much in the process.

Every oven is different. If you aren’t familiar with your oven, I would recommend trading shelf places half way through cooking.
